$12.1 million to combat Victoria’s oral health crisis

The ADAVB welcomes the Victorian Government’s commitment of $12.1 million to combat Victoria’s oral health crisis.

The ADAVB has continuously voiced concerns about Victoria’s ballooning waiting lists and unacceptable rate of preventable hospital admissions due to dental decay.

Today’s welcome budget announcement will extend someway to addressing these issues, and we looking forward to working with Health Minister Jill Hennessy to continue to address preventable poor oral health in Victoria.

State dental funding a welcome but small step forward for people on public dental waiting lists - VOHA

The Victorian Oral Health Alliance (VOHA) has welcomed the State Budget announcement of $267.4 million for public dental services. This is a positive but modest first step in meeting the needs of Victorians eligible for public dental care, many currently waiting in long queues. The increased funding is expected to provide an extra 20,000 client services.

“Whilst this Government has committed to taking action on notable social justice issues, there’s still more work to do to provide timely access to dental care for disadvantaged and vulnerable Victorians,” said Tony McBride, VOHA spokesperson.

“The average waiting time for non-emergency care increased by 19% in the last year and is currently at 19.6 months. Despite the welcome funding increase, the Budget papers forecast an even longer waiting time of 23 months next year. This situation has hardly been assisted by the drop in Federal funding – down another 20% for next year.”

A lack of timely care is a key factor in the high number of Victorians going to hospital for conditions that could have been prevented. 16,000 Victorians experience preventable hospitalisation due to dental conditions each year, at a cost of $60 million. There is also a personal cost. Poor oral health prevents people fully participating in society (e.g. getting a job, going to school), and contributes to poor general health.

Up to 2.5 million Victorians rely on public services for their oral health care, but only around 400,000 receive care each year. VOHA is urging the government to build on the positive news in the Budget papers, by providing sufficient and predictable funding to reduce waiting times to less than 12 months for general care at any public dental clinic and provide access to more eligible Victorians. Further, the system needs to shift to a more preventive and early intervention focus to reduce the need for complex restorative and emergency care.

VOHA is an alliance of health, professional and consumer bodies that have united to urge the Victorian and Australian Governments to reverse the decline in access to public dental care for our most vulnerable people.

Dentists welcome budget increase for public dental services, and urge government to do more

The Australian Dental Association Victorian Branch (ADAVB) welcomes the announcement in the Victorian Budget of an increase in funding for public dental services, acknowledging the commitment from both the State and Federal Governments to improving the oral health of vulnerable Victorians. The 2018/19 budget will see $267.4 million invested in public oral health.

“This increase in funding will ensure that more people receive much needed care,” said ADAVB President Dr Susan Wise. “The ADAVB has advocated for a number of years that public dental funding has not kept pace with population growth in Victoria, where there is now more than 2.5 million people eligible for public dental care. This boost in funding announced in the State Budget will ensure that more people receive care. However, only 400,000 patients received care last year and there is still much more that needs to be done.”

ADAVB CEO Associate Professor Matt Hopcraft said, “It is still disappointing to see that the target waiting time for general dental care is 23 months, which is an unacceptable waiting time for dental care. Many people are experiencing a significant deterioration in their oral health while they languish on waiting lists. We continue to hear stories where poor oral health is preventing people from participating fully in society, and particularly in finding employment.”

Some of the additional funding is coming from the reinstatement of the National Partnership Agreement on Public Dental Services for Adults, and the ADAVB is pleased to see this commitment to public dentistry from the Federal Government. The ADAVB looks forward to continuing to work closely with the Victorian Government and other key stakeholders to ensure that more vulnerable Victorians can receive timely access to dental care and improve their oral health and well-being.
