e-Health takes another step

Healthcare providers who are registered with the Healthcare Identifier (HI) Service can now apply for an interim National Authentication Service for Health (NASH) certificate and begin viewing their patients' personally controlled electronic health records (PCEHR). 

While dental event summaries cannot be uploaded to the patient's record as yet, practitioners will need to be able to download medication summaries and other key information required for medical history taking. The following steps are involved:

1. Ensure that you have a Healthcare Provider Identifier-Individual (HPI-I).
All practitioners registered with the Australian Health Practitioner Regulation Agency (AHPRA) have been allocated an HPI-I.

2 Ensure the practice(s) you work with has a Healthcare Provider Identifier-Organisation
(HPl-O).

This can be applied for through Medicare Australia and an agreement form must be signed.

3. Receive an authentication token (also called a NASH certificate).
Interim NASH tokens are being posted to healthcare providers and organisations who have registered for an HPI-I and an HPI-O respectively and have applied through the Department of Human Services for a certificate.

The interim NASH certificates will allow doctors to upload documents such as medication summaries to the patient's PCEHR as soon as conformant software begins to be rolled out, which is expected to begin next month.

The tokens are an interim measure designed by Medicare Australia to allow access to the PCEHR because the full NASH service failed to meet the June deadline. Presumably the interim certificates will be replaced once the official ones become available.

4. Go to www.ehealth.gov.au log on with your authentication and request access to the Provider Portal.
The identifier (IHI) for the particular client/patient you are dealing with will need to be entered via the Provider Portal to access his or her PCEHR (see screen grab below). Please ensure that you and your staff only ever use this number for the consented purpose.  Penalties apply to breaches of this requirement.
